No so I have the license but for new York on top of the license you need a special flight code As well because everything is with in distance of am airport you have to go through city hall or the FAA everyone keeps bouncing Me around

There should be no concussion here.  The FAA is the only agency authorized to grant authority to fly. No State has the authority to allow or restrict your right to fly without going through the FAA. That is why there is LAANC.
